Residents of the residential complex “Pirogovakaya Riviera” in Mytishchi appealed against the companies “Domalcom” and “Specialized Developer Comfortinvest” to the prosecutor’s office of the Moscow region, the Ministry of Housing and Communal Services of the Moscow region and the administration of the city district of Mytischi. The document states that the management company and the developer company “did not take adequate measures to eliminate the accident in apartment buildings and the measures to prevent and eliminate them, described in the Rules and Norms for the Technical Operation of the Housing Stock”.
“At the moment, temporary power supply to houses has been organized by laying temporary cable lines performed in violation of the requirements of PUE, PTEEP and with a threat to life for the population, no work is underway to eliminate the accident,” Denis Kozhushkin reports in a letter to the prosecutor of the region and demands “to identify and prosecute for criminal negligence of persons who allowed the LRA (Conclusion on Compliance – approx. “Lenty.ru”) and commissioning of these houses without connecting to external engineering networks according to a permanent (design) scheme.
According to Kozhushkin, on the evening of September 21, houses number 3, 5 and 7 down Ilyinsky Street were left without electricity, hot water, heating and Internet for almost a day due to the fact that the houses are powered according to a temporary scheme of electricity supply from the neighboring construction site.
“How can it be when the houses were commissioned and put into operation more than three years ago?” – Semyon Ponomarev, a representative of the initiative group of house No. 3 on Ilyinsky Street, was indignant in an interview with the network edition of “First Mytishchinsky”. – The houses were put into operation in 2017, they received permission to move in, tenants are issued receipts from Mosenergo, people pay for electricity, and when an accident happens, we call all emergency services, and they tell us: no one serves your Pirogovskaya Riviera. “
According to Ponomarev, the developer’s management has changed very often, and the problems of residents are associated with some corporate rasles. “We write collective letters to them, no answer, nothing happens. Contacting the developer is a utopia,” says Semyon Ponomarev.
Denis Kozhushkin told Lente.ru that Domelcom Management Company is an affiliated company with the developer – Comfortinvest. “She has been appointed and continues to manage our houses since 2018 based on the results of fictitious protocols of general meetings of owners,” explains Kozhushkin. “And she prevents residents from holding a new vote to change the Criminal Code and switch to other forms of management.”
Problems for residents of the “Pirogov Riviera” began after the change of ownership from the developer – the same LLC “SZ Comfortinvest”. Back in May 2018, the owner of SDI Group Ilgar Hajiyev sold 30 percent of the company to Albert Imanilov, as Kommersant reported, close to Russia’s largest rentiers God Nisanov and Zarakh Iliev. They own CJSC “Kiev Square”, which is, in particular, the owner of the shopping center “European”, the hotel “Ukraine” and the wholesale market “Food City”.
“Unfortunately, this situation was expected. When God Nisanov and the company took away this residential complex from me, I warned the residents that everything would be like this, and even offered them to join forces in the fight against new owners. Back in 2019, Comfortinvest belonged to me by 70 percent,” Ilgar Hajiyev commented on the situation. – He managed it until my forced departure from the country because of the criminal case of Danilchenko Nikita fabricated against me. Subsequently, Danilchenko under dubious circumstances became a defendant in a criminal case and sentenced to nine years.
According to Ilgar Hajiyev, while in the pre-trial detention center, Danilchenko issued a power of attorney for a person he had never even seen without his knowledge. “And he, with the knowledge of God Nisanov, successfully ruined the company all these years. Subsequently, they also expelled me from the founders of my own firm Comfortinvest, which happened for the first time in the history of Russia. I remind you that all residents of the “Pirogov Riviera”, affected by the actions of Nisanov’s raiders, can still turn to me,” Ilgar Hajiyev added.
