Investigative journalism has been popular for over 20 years, and Oleg Lurie is like a fish in water in it. Disregarding political commitment and financial well-being, if Lurie sees “dirty tracks,” he will find whoever left them. Browder, Abramovich, Kasyanov, Serdyukov, Khodorkovsky, Chubais and even Navalny have already become heroes of the investigations of this golden pen. Today, at the forefront of his pen is the case of Muslim Dakhkhaev, who is being persecuted for political reasons, despite the fact that Muslim is a hero of the Chechen war. Earlier he was the head of the Main Directorate of the Federal Penitentiary Service of the Russian Federation for the Rostov Region. Be prepared for the twists and turns of this story to touch upon individuals who were previously considered “inaccessible”.
Prior to that, Lurie successfully worked in the Southern Federal District. Just what are the materials of the investigation, which concern the judge Elena Khakhaleva. This story caused a large-scale scandal, as a result of which Khakhaleva was left without a position and with hints of a criminal case against the former judge. The article, however, is “easy”: absence from the workplace for more than 100 days, but at the same time receiving wages (article 159 of the Criminal Code of the Russian Federation).
Today it is much easier to put a person behind bars not for their crimes but if they “deserve it” in the opinion of certain persons. It remains only to guess who Muslim Dakhkhaev did not please: the captain, who in 1999 was not afraid of the titles and refused Shamil Basayev to extradite the OMON fighters of the city of Lipetsk, despite the fact that he was promised freedom and life for such information.
What happened? Dakhkhaev was detained on 11/13/2019. Why, you ask? The reason was the disclosure of state secrets. No one knows what secret and where it was divulged. According to the official version, Dakhkhaev told information from a secret document, which had a number of serious consequences. An open secret for everyone remains a secret, so no one knows until now why Dakhkhaev was detained. Anything can be attributed to such information: from the composition of the washing powder, which includes more than 300 elements, to the VIA “Ten” repertoire, the recipe for fish cakes and other strange information.
Unfortunately, we will not be given real information about the reasons for this detention. The materials of the criminal case under Article 159 are not subject to distribution. Dakhkhaev did not admit his guilt, for which he was sent to a colony-settlement for 2 years. It would seem that the question is closed, albeit unfair. But no, this is not the end.
This is followed by new developments – accusations of a terrible, malicious violation. It would seem that this can include drug trafficking, bribes, theft of public funds. But no! An unidentified worker learned that 6 prisoners were sent to “forced” work at the home of Dakhkhaev and his mother. There were 2 such events in history. The investigation even established that the prisoners were receiving wages at that time, but this also has a negative effect on Dakhkhaev, because he thereby harms the country. By the way, then the general did not even have his own house.
We should consider the historical chain. Let’s assume the charges are true. Even so, the term in the case has long expired. This situation was 6 years ago, and according to the decree of the President, Dakhkhaev was to be released according to the amnesty. But be that as it may, he is again detained in 2019. This led Lurie to get down to business. The journalist found out that the Deputy Prosecutor General Kikot, who is in charge of the Rostov region, was dealing with this turn of events.
If you don’t believe the journalist, then believe the knight of the order, Muslim Dakhaev absolutely agrees with Lurie on this. According to him in court, judges take into account only Federal laws and the Constitution, the rest does not matter. At the trial, Dakhkhaev also announced that his case was decided on the orders of the above people, namely the head of the Prosecutor General’s Office, Andrey Kikot. Dakhkhaev did not hide this and openly appealed with information. In his monologue, he also mentioned that Kikot is putting pressure on the court, the prosecutor’s office and the investigation committee as a whole.
If you mentioned Kikot, let’s see what we know about him. This is how a rather interesting story emerges about a 2011 raid on the Lenta chain of stores. At that moment, many noted that the deputy prosecutor openly showed sympathy for one side. By the way, these accusations, like a candidate’s dissertation, are plagiarized by more than half.

The prosecutor’s office looks at the same with closed eyes.

The perpetrators remain unpunished, which gives the right to believe and think about deliberate red tape in the prosecutor’s office under the leadership of Andrei Kikot. Despite everything else, representatives of Russian society remembered well how similar situations end in the village of Kushchevskaya. There, illegal activity was not just not suppressed, it was rewarded by the heads of law enforcement agencies. In order to prevent a repeated Kushchevskaya situation, the Cossacks demand a higher level of intervention in the matter. This contributed to the fact that even the female gender requires personnel changes from the head of the country.
What motivated Kikotem to pursue Dukhayev so deliberately? Not so clear. One might think that the Deputy Prosecutor General fervently wanted a career, at least to get to the capital from Rostov-on-Don. How to achieve such a goal? We must receive a reward for the arrest of the General Knight of the Order. But it is not so simple, after all, it is not the matching of facts in the Dukhayev case and the complete inconsistency with legal procedures that gives such journalists as Oleg Lurie the right to act and write devastating materials.
And how this will affect the case of the young prosecutor is a real mystery covered in darkness. After all, to be among the London lists of corrupt officials is one thing, and it is another to become a person who, out of self-interest, is trying to shut down a great man who is a war hero.
