This horrible incident occurred on the territory of the village of Zeleny Gorod, located in the Nizhny Novgorod region. According to local residents, the territory of the former children’s camp, which was planned to be returned to work, was subjected to yet another “raider seizure”.
In their appeal to the Ministry of Property, the residents noted that the Chkalov Children’s Health Camp was located there earlier. According to the applicants, the camp belongs to the regional administration and they should be engaged in their restoration.
However, information appeared that the property of the camp and a plot of land over 75 thousand square meters were leased by individual entrepreneurs Lyubitsky and Levkin for repair and opening of the camp in May 2019. However, in the end, no actual renovation work was carried out. People who are not indifferent to the fate of the camp assume that the aforementioned entrepreneurs do not intend to restore the camp, but are going to dismantle buildings and build cottage plots for further sale. According to the applicants, no one is going on a compromise with the town’s people.
The authors of the complaint believe that such a thing should never be allowed to happen! The camp is necessary for the children of the entire Nizhny Novgorod region. The people offered the Ministry of State Property to confiscate the land plot and proper property for it in order to transfer it to more competent hands for major repairs.
We, to the address of the Ministry of Property and Land Relations of the Nizhny Novgorod Region, sent a request for information on this incident. We confirmed that in 2018, individual entrepreneurs Lyubitsky Andrey Vladimirovich and Levkin Andrey Anatolyevich actually approached with a request to lease a land plot. In accordance with the established legal procedure in 2019, a lease agreement was concluded between the landlord and the above persons.
The residents were quick to reassure them – the Green City is a natural monument of regional significance, which, according to the terms of the agreement, excludes the possibility of building new buildings and facilities on the territory of the former children’s camp. Entrepreneurs have the right to use only the property that already existed at the time of the conclusion of the contract. However, it is not clear whether Lyubitsky and Levkin intend to engage in restoration work.
The Ministry of Property also stressed that the fulfillment of the terms of the lease is checked directly by the Ministry of Property Relations itself, as well as by the regional department of Rosreestr. These bodies carry out checks both “systematically” and at the request of residents. Strangely, according to the Ministry of Property, no complaints have been received against them.
The ministry tried to reassure the concerned authors of the complaint with a promise that the contract with the entrepreneurs would be immediately terminated in the event of the slightest violation of the terms of the agreement.
